Draft: April 10th, 2000 at 9:00am PST.
Draft day will be the first weekend after the start of the season. Whether the season starts in March, April or even February. The draft will take place in Las Vegas whether the owners attend or not. Long live the king…..
The draft will consist of an auction style draft with plenty of input on a player and owner status, situation and handicaps. There will be one halftime (7th inning stretch) when the owners are in agreement(LaCentra rule). The Draft will start at 9:00 whether or not all owners are in attendance! (LaCentra Rule #2).
In order for a player to be drafted into a position (BJ Surhoff Rule), the player must have played that position at least 20 times over the last year, or at least once during the first week of the season. If the player was kept by an owner from a previous year and that player was at a position he no longer quailifies for, then the owner must move that player to a qualifing position. (Sweeny Rule)
In a round robin order, starting with the loser of the previous year, each team owner will put a player into the auction by stating his name, position and opening bid. Some of the rules are:
Official 25-man and 40-man rosters will be available at the draft and on the Web site.
A team consists of the following:
To move a player from one position to another, after the draft, the player must have played that position at least 5 times in the current season.
If a player is traded from the National League to the American League, that player qualifies to play the position(s) in which they have played at least 5 times in the NL or at least once in the AL during the first week they switch leagues. (IE, if a player was an outfielder in the NL and plays DH in the AL in the first week, they can be added to a roster as an OF or DH)
Players coming from the minor league to the American League qualify to play the position in which they play in the major leagues. If the player has played a different position at least 5 times in the minor league and the owner wants that player in that position, the owner must be able to prove that fact.
Players coming from the Japanese League or Cuban defectors will be handled on a special basis with votes required by all owners.
Draft:
$260 for active roster players
Daily:
$260, unless a player is placed on the disabled list. Once the player comes off the disabled list, then the previous cap applies. Farm team is not subject to the cap once the players have been drafted.
There are no transaction fees in the month of April.
Transaction will be charged $1.00 per transaction no matter how many players are involved int he transaction.
Promote/Demote: This is to be used when moving players to and from your Farm
Waive: To be used dropping a player from your active or farm team
Move: To be used when changing a players position
Claim: To be used when claiming a player off the waiver wire
Add: To be used when claiming a free agent

Note: Please ensure that your roster stays in balance and you manage your salary cap. The commissioner has an abundance of responsibilities and cannot maintain the integrity of the rosters on a weekly basis!
Transactions must be submitted to the league office, preferably by E-mail, or by phone, prior to the first baseball game of that day. The cutoff is typically 3:00 CST, however, rules tend to bend depending on how much an owner whines…
Players must be on the 25-man (or 40-man for farm team) roster on Sunday to be included in Monday's transactions. (Hudson Rule).
You can not make a transaction if you have a player who is not currently on an American League roster unless that player is waived as part of the transaction.
Any discrepancy in transactions will be reviewed by the Commissioner. And then scrutinized by the league owners, especially trades!!
Transactions are awarded to owners in a per round basis. Therefore, the way an owner submits the weekly transactions, determines the players received.
Transactions are awarded to the owner with the lower weekly ranking per round. Therefore, if two owners are trying to select the same player off the waiver wire or from the free agent pool in the same round of transactions, the owner with the lower weekly ranking, will get priority.
The limit on transactions (Nelon rule) has been set at three a week. However, there is no limit to the number or players that can be included in a single transaction.
When submitting additions to your current roster, please submit several players unless you only want that particular player. This will eliminate the need for delays in the transaction processing and unwarranted time spent by the dubious commissioner.
If an owners elects not to keep a player on their active roster for any reason, or if that player leaves the American League, the owner must waiver or move that player to the farm team. If the player is not moved to the farm team and becomes a waived player, the waived player that remains in the American League is available to all owners the following Monday for the salary at which the player had been waived. If the player is not claimed that week, then he becomes a Free Agent with a price tag of $5.
If a player is put on the Major League teams DL, an owner may elect to put that player on their DL. While on the DL, his salary dollars are available for other transactions. Once a player returns to the Major League active roster, an owner has one full week to bring that player back to their active roster. If an owner elects not to bring that player back, he automatically transfers to the waiver wire at his current salary. Waiver wire rules apply. Any player that moved to or from the Disabled List will continue at the same salary.
Trades between all owners are allowed, encouraged and unrestricted except:
When two players are traded between owners, the salary dollars of those players do not automatically get traded to the new owners. The salary dollars will be decided upon by the owners, must be equal to the amount of the salary dollars of the players before the trade. Example:
Tom trades Randy Johnson ($30) to Dave for Randy Myers ($20).
However, because of salary cap reasons, Randy Johnson is now on
Dave’s roster with a salary of $15 and Randy Myers is on Tom’s
roster with a salary of $35.
These salaries are negotiated on by the two owners involved in the trade, however, will be scrutinized by the league
owners.
Free Agents consist of American League players who are not currently on a FAABL roster, Disabled List or on the waiver wire. All Free Agents salaries will be $5 with no exceptions.
Points will be awarded in the following categories:

The team with the lead in each category will receive XX points (where XX is the number of owners). The next place team will receive XX-1 points, and so on until last place. (Nelon rule) Points are recalculated weekly. Points are no accumulative.
Stats will be distributed from the Commissioner office on Monday, no later than the following Monday, pending availability of the network and his Commissionerships resources (ie.. possibly not every Monday, vacations do happen..)
Other:
If a dispute arises during the season which is not specifically covered by the rules, (McGrath rule) it shall be brought to the attention of the Commissioner who will make a ruling or ask for a vote of all team owners. If the dispute involves the Commissioner, which it always does, a vote of the team owners is required.
The owner that finishes in last place, has the dubious distinction of booking the reservations for the next year jaunt to Las Vegas for the draft. This includes airfare, hotels arrangements and golf tee times (or any pleasurable activity the group would like to perform).
$75 for each owner, except for the Commissioner who will pay $0.
$25 for all owners, which includes conference room and stat service costs.
League Dues must be paid to the Commissioner by the start of the draft. If fees are unpaid, those owners not paid must buy dinner for all other owners after the draft.
